-- A South Shore home improvement contractor has agreed to pay $100,000 in civil penalties and other costs and amend its business practices to settle allegations of consumer fraud against it, New Jersey officials announced. Harbor View Restoration also consented to enter binding arbitration to resolve a complaint arising from work the company performed for a New Jersey customer after a severe storm in July 2012, according to the attorney general's office and state Division of Consumer Affairs. The agreement with the company, its owner, Frank A. Hoffman Sr. and his wife, Joan Hoffman, settles litigation alleging Harbor View defrauded consumers who contracted them to fix homes damaged by fires, floods and other calamities, said officials in Staten island home renovations a news release. Complaints were generated by consumers in eight different counties, said a spokeswoman for the attorney general's office. "It is unconscionable that a contractor would prey on homeowners struggling to recover from catastrophic events," said Attorney General Christopher S. Porrino in a statement. "Our action not only penalizes this contractor for his alleged unscrupulous business practices, it provides an opportunity for wronged customers to have their complaints addressed through binding arbitration, and protects future customers by requiring him to change his business practices to comply with the law."
